Bellingham Multi-Family Housing Development

This ongoing project exemplifies Elements' ability to work with the contractor to help manage sediment erosion and transport across challenging site terrain while meeting construction stormwater permit compliance requirements. Stormwater runoff from the majority of the 6.3-acre project is routed temporarily through drains and partially excavated LID stormwater basins to a permanent detention pond for removal. High-volume rain events during December 2020, produced challenging conditions near two discharge locations and required creative mitigation in a short timeframe. We worked closely with the contractor to implement new BMPs on the site to control sediment sources and to reduce stormwater turbidity to levels below Ecology’s benchmark monitoring values. Element is the assigned CESCL to conduct weekly inspections and file monthly DMRs with Ecology through project completion.
